Why "create an app" option is not available ?

Hi@rohit542,

Create an app - This option is only available to Page builder role access so please check with your Tenant Admin about the access & ask him/her to give you the page builder role access.

Yes you are right i went through previous lessons again and came to know it will be available in label 2.
