This item has been identified as an outstanding known issue. Anaplan is actively working with Netskope to permanently resolve this issue.
Issue
When opening a model, the model will fail to open and the user will receive a pop-up error message:
"Sorry, failed to load application: Error: anaplan/
loaderutils#loadReduxApp: App not deployed"
Workaround
This issue is caused by a conflicting configuration in Netskope client security software. Please see the attached PDF document for instructions on working around this issue. Note: these steps will need to be performed by your Netskope administrator.

Netskope reported that they had rolled out a policy update on the 2nd Feb which they believe to be the root cause. The update was to fix a problem one of their other customers were having. It has since been rolled back at 04:11 UTC on the 5th of February.
